In this lecture, our lecturer widens the discussion into the international level. He points out the documents and policies adopted by the United Nations. During this lecture we also face the important problem: whose problem the special education really is: Traditionally, it has been answered, that is the child’s problem. But then, we also can argue that is the problem of the education system which is not equipped to handle diversity.
