Lecture 6 Finance- and equity-driven reforms
In the last lecture of session two, professor Tjeldvoll talks about the finance and equity- driven reforms. Regarding the first one, finance- driven reforms, he talks about three major avenues: a) competition, business climate, and productivity, b) difference of funding to higher and basic education, diseconomies of scale, c) privatization of education, d) demand of reduction of cost/student at all levels.
Then, he talks about the equity-driven reforms, which are totally different from the finance-driven reforms. He stresses the goals of these reforms as increasing equality of economic opportunity, as greater access to education for low-income children. Then, he stresses, that globalization pushes governments away from equity-driven reforms, for two main reasons concluding that national education has been significantly affected by globalization
