In lecture 3 Dr David Nkengbeza talks about leading competence and capacity building in practice. The lecturer emphasizes the importance of a professional learning community. In the beginning some core concepts involved are revised. At the end of the lecture Dr Nkengbeza challenges the international participants by asking why the professional learning communities are not present in all societies and schools.
