The political frame assumes that different interest groups hold various goals, values and agenda. Leadership in the political frame stresses that the role of leader is to locate the scarce resources to the most important tasks. On top of that, an effective political leader also knows how to establish the internal and external networks, as well as manage the conflicts among stakeholders.
