In session 8 the students present solutions to the following assignment comprising two different practical cases:

Choose the role of an educational leader of any level and write your future 10-year "job description" on the basis of the following question:
How do you organize schooling in Case 1 and Case 2 between now and the next ten years? Please note that the decision making system operates through a dual structure of administration: political decision making and civil servants (e.g. principals, chief education officers, superintendents, municipal director)

Case 1 municipality (provider of education) from now till 10 years later
- number of population now 10,000
- estimated population decrease 400 persons per year
- decrease of number of children (6-18 yrs) ca 100 per year
- teacher demographics: ratio of over 45 year-olds is 40%, over 55 year-olds is 15%, 23-30year-olds 20%, 30-40 year-olds 25%. 20% of them live in the community, the rest live in urban areas within 50-60 kilometres parent demographics: 50% of the parents are divorced, of them 25% are remarried = the student has on average 3 parents. 15% of the parents hold a tertiary degree, 30% a secondary level degree and 55% have a basic education
- population demographics now: ratio of over 65 year-olds 25% (estimated rise to 35% by 2018). 40-64-year-olds 25%. 18-39 year-olds 20%. 6-17 year-olds 20%. 0-5 year-olds 10%.
- 65% of population live in the municipal centre.

- sources of livelihood: primary production (agriculture and forestry) 24%, industry 32%, service sector 44%, financing, high tech 1%
- unemployment rate 12,9%
- number of schools: 12 village elementary schools in the countryside, 1 small school (0-2 classes) + 1 medium size school (3-6 classes) and 1 lower secondary school (classes 7-9) and 1 upper secondary school, 1 adult evening institute in the municipal centre
Case 2 municipality from now till 10 years later
- number of population now 10000
- estimated population increase 400 persons per year
- increase of number of children (6-18 yrs) ca 100 per year
- teacher demographics: the same as above but 60% of them live in the municipality
- parent demographics:Marital status the same as above. 55% of the parents hold a tertiary degree, 35% a secondary degree and 10% a basic education level.
- population demographics: over 65-year-olds 20%, 40-64 year-olds 20%, 18-39% 35%, 6-17 year-olds 15%, 0-5year-olds 10%.
- 65% live in the municipal centre. Language minority immigrants moving in.

- unemployment rate 4,1%
