Arvalla pysyvä oleskelulupa

Yhdysvaltojen hallitus pitää kerran vuodessa erikoiset arpajaiset, joissa jaetaan ulkomaalaisille mahdollisuuksia hakea pysyvää oleskelulupaa maahan. Green Card -arpajaisiin osallistuu miljoonia ihmisiä ympäri maailman. Arvonta on yksi keino saada mahdollisuus elää, työskennellä ja opiskella laillisesti Yhdysvalloissa, vaikkei olekaan Yhdysvaltain kansalainen. Green Cardin saa vuosittain arpajaisten kautta viitisenkymmentä tuhatta onnekasta. Green Card -arvontaan voi osallistua, jos on syntynyt maassa, josta ei muuteta Yhdysvaltoihin erityisen ahkeraan. Käytännössä arvontaan kelpuutetaan maat, joista on tullut Yhdysvaltoihin alle 50 000 siirtolaista viimeisten viiden vuoden aikana. Hakukelpoisuus määräytyy siis synnyinmaan eikä kansalaisuuden perusteella. Ylivoimaisesti suurin osa hakemuksista saapuu Afrikasta ja Aasiasta. Noin viidesosa hakijoista on eurooppalaisia. Green Cardin voi saada arpajaisten kautta, jos on suorittanut peruskoulua ja lukiota vastaavan oppimäärän tai hankkinut vaadittavan määrän työkokemusta. Pysyvä oleskelulupa mahdollistaa muuton Yhdysvaltoihin ja työnteon siellä. Monelle tärkein Green Cardin tuoma etu onkin juuri se, että se oikeuttaa työskentelemään maassa laillisesti. Green Card on myös portti Yhdysvaltain kansalaisuuden hakemiseen. Laillinen asukas voi hakea kansalaisuutta asuttuaan maassa viisi vuotta.
