You need to address a problem. The problem should be justified with existing research.

There needs to be a policy or similar where you base your research proposal.

Maybe it is a good point to have something different than in the original studies. If the original study is an experiment, maybe and interview would be a good idea. 

WHY is this research proposal useful for the target population? The whole IA should revolve around this
