<content type="html">&lt;p&gt;In Lecture 6, Hayley introduces the South Africa case. First she reviews the history of the educational system in South Africa. She identifies two big gaps. One big gap is that in the school for white students, the majority of teachers are qualified. While in the rural schools for black students, only 15% of the teachers are qualified. Another gap is between the private school and public school. Since teachers' salaries in public schools are low, many qualified teachers move abroad or go to the private schools.
