In Lecture 4, you will learn the garbage-can theory - a new way to understand decision in the organization. According to this theory, the decisions are made randomly in an irrational way in the organization. The problems and solutions sometimes meet in the garbage can. The lecture also emphasizes that conflicts are inevitable. The political frame from Bolman and Deal' s book helps us to discover the opportunities and energy hidden in the conflicts.
