<content type="html">&lt;p&gt;In Lecture 3, you will learn the theory about school as leadership environments. Finnish researcher Salo (2002) listed five characteristics. School is politically steered so it is tightly connected to its environment. It is hard to measure the goal attainment. Sometimes, the school goals are ambiguous and contradictory. There is conflict between hierarchy/ bureaucracy and teachers' professional autonomy. The internal integration among teachers is limited. Finally, it is difficult to identify school's contribution to the society at large.
